Power of deceleration by civil court

To experts kindly enlighten me as under-Hon ble High court passed an final order to handover all certificate to the candidate.  Not complied with . a n applln.  under contempt of court Act 1971 moved.now another judge sitting in contempt court reversed the order.a suit was filed in a civil court sr div.- to give a deceleration that order passed by the high court is final and absolute.absolute meaning there by that contempt of court has no jurisdiction to change the order.ld civil judge refused to grant any deceleration stating that civil court has no power to give such us 34 of specific relief Act.   Preferring  an appeal on 9th. Before high court. Thanks dr sc pratihar
