Yes you can make it but it should be something which is not opposed to public policy and should not hurt any sentiments.There is nothing wrong with making prank videos and uploading it on Youtube. It is totally legal. Although you should keep in mind to follow privacy rules.

My Concise Oxford English Dictionary defines prank as a practical joke or mischievous act.

PRACTICAL JOKE is not an offence while MISCHIEVOUS ACT is.
