procedure of look out notice

Accused get information, fir was launched against him. He was trying to avoid arrestment he went in abroad. Investigation Officer follow what kind of procedure?

1. Arrest Warrant /Extradition Proceedings /Red corner Notice, etc.... is possible AFTER charge sheet is filed and Court is petitioned to issue above.

I am not investigating crime. But I want to know entire procedure of look out notice. Because it's very helpful to me in future.

look out notice cannot be defined specifically it can be for search of absconder which he flew from one state to another they have to get the search notice from the relevant authorities
