Property settlement with sisters and mother,one sister is not responding

What should I do if my 2 sisters(and mother)is ready for final land settlement but another one is silent (who deserves the corner part of land in documentas per BLRO office paper)? Can I leave her part and make the other part settlement without any dispute?

First serve Legal Notice on her and tell LCI about the details of her Answer or about her silence.

Thank you cordialy Sir.Highly grateful to you for your time. LCI means law comission of India or something else,I am not very much aware of about legal terms.
