Registring Flat without NOC

Is there any way of registring a flat without getting NOC from the builder?

Whether you are purchasing the flat from another owner or yourself is the owner of the flat and Whether he is builder cum owner? If he is only a builder then it is not necessary because sale deed has to be executed by the owner of the flat.
