Yes,
sc/st candidates can fight election from both resective reserved seat and general seats.
Babulal Marandi has won several time from general seat "KODERMA" once with huge margin and he is Schedule Tribe.

Yes very much. Because the constituency which are not reserved are open for all to file nomination. So there is no bar for a reserved candidate to contest in a general/unreserved seat. But the reverse is not true.
