Right of defacto complainant

A complaint has been filed by a women against her inlaws including husband. Police filed charge sheet u/s 324/506/114 IPC. Before filing Charge Sheet there is a opinion of Chief PP of Sessions Court that the case is a fit case for inserting sec-307 IPC and the said opinion is in the record but then also Police did not gave sec-307. Now the case is fixed for charge hearing. Defacto complainant on previous occassion filed a put up application for inserting sec-307 but the put up was rejected by the Learned Court on the ground that defacto complainant has no locus standi. Please let me know some judgements where defacto complainant has right in police cases as because we need to say something to Court regarding insertion of sec-307.

In think there no complainant like "defacto complainant" under the Criminal Procedure Code applicable in India.
