Does a defence personnel's fundamental right same as a civilian? If no what are the fundamental rights a defence personnel enjoyes? what should be done when a local order passed denies one's right to freedom?

A local order was passed by the unit's CO that I(a specific group targetted) could not proceed outside the units permises. Is a CO allowed to pass such orders without Higher authorities approval? what can be done to address such a problem?
