No bar. If the situation warranted , he can be posted by promotion. Tha period of probation could count in the promoted post also.

If his CRs are good on probation post of promotion,he can be promoted further.

the officer can be promoted as he has served for two years in the post which is the feeder category post for the promotional post. but sometimes the administrations do not do it forcing employees to approach courts.
