Service tax for under-construction property

Whether a builder have to pay service tax when he sells an under-construction property?

It is applicable only before receiving completion certificate from the authorities like Municipality.

I have a query like service tax to be paid only when a Builder or Landlord sells any of the flats before receiving the completion certificate from required authorities.

In any case land lord do not want to sell his share of flats, I hope so landlord need not pay service tax for his share, for this municipality will not object.
