first of all you have to complaint to the service provider ,then complaint on police with the enclosure of the complaint to the service provider. Enclose the all evidences with your complaint, that how your phone is cloned,

immediately block the sim requesting to the service provider.Also inform to your local police station.your sim may be misused.
