For registering gpa, stamp duty must be paid eventhough for the blood relative.It differs from state to state.

GPA stated to have been executed in USA, it is imperative to get it notarised / attested by Embassy, which do not attract any stamp duty.
However, such PoA can not be registered in India since executant is not present before Sub-Registrar.
