Stay on a writ patition

Can a Section Officer of Supreme Court threaten a Petitioner that he will put a Stay on a WP filed by a Petitioner, without providing any explanation.

No. The act of section officer is contrary to law. His duty is just to see that petition and documents are in terms of prescribed rule and to post the same for hearing before court on available date. He has no aothority to grant such stay.
