Tenant able repairs in commercial shop

Sir,

i have a commercial shop under Maharashtra rent control act.i wish to remove the old wooden doors and install rolling shutter for my safety.i approached the landlord for permission,I also asked him if he wanted any good luck money for granting permission ,I would agree.he said he will not let me install rolling shutter .when I approached Bmc in this regard,they said install shutter and then apply for permission(this is in verbal communication)

i wish to know whether installing rolling shutter falls under tenant able repairs ,and wht I could do to imstall the rolling shutter

you can ask to the concerned authority for the necessary repairs of the shop and if they denied you can make complaint to the higher authorities and there is also few proviosn in the maharasthra rent control act regarding the rights of tenants.
