Transfers under repatriation

I was not applied for the transfer, Previously I was transferred to present post on excess/shortage adjustment basis as junior most. The administrative officers are issued transfer to previous post on repatriation basis with out any benefits even though not applied for transfer.
what is the process of transferring an employee on repatriation basis with in the district.
The transfer order copy was not issued to me, and the relieving order copy was issued directly, and I was rejected as I was not applied for transfer, and the transfer order copy was not issued to me.
But the administrative officers are transferred my case files, I was not joined the transferred post and the administrative officers are issued changes (show cause removal from services) for not joining.
what is the process of transferring an employee on repatriation basis. and the legal/administrative solutions for facing the changes framed,. And the solution to get my present post with the break down salaries.

You have opened two posts and the facts stated vary slightly.   At the cost of repetition, TRANSFER is the privileged employer, and rejection of orders amounts to indiscipline and you may reply to charge sheet through Union and their advocates.  Except for making for such applications and following it up by retaining the job, there can not be an immediate solution as superiors can not dance to the tunes of employer and deployment is their responsibility.
