I am unable to attach Digital Signature while creating user/Attorney on IPIndia.in website.
Is there any other alternative to create user / attorney.

Dear Ranjeet Please do one thing, you do as per the information provided to register as an attorney first,
after getting of the attorney code
Get Class 3 DSC provided by TCS or ncode solutions or any other notified Organization.
Then Check ur system requirements 
SP3 equipped with JAVA runtime environment and check activex controls which are recommended to ENABLE and Save your DSC into the system and now try to create your UserID.
