Generally all employers encourage employees to develop their education and skills without disturbing their job/works. NOC will give definitely.

But they are denying, so what can I do to ensure this...any indian laws to support this.

Its cleary cut constitutional right violation you can challange the decigion because if any employee requested for the NOC for part time education then its majorly supported by the company
ask to show the reason for such denying the NOC
