Using electricity connection - without joint holders consent

Dear Experts,

I would like to take your opinion in using the electricity connection without the consent from primary holder.

It's a free electricity connection (7HP line to a common well) provided for agriculture purpose by TamilNadu government in 1980's. The common well and electricity was used by 2 parties where as the electricity connection is in the name of 1st party and the 2nd parties name is just added to it. The records in TNEB website shows as <1st party name/PTRS>

As the well is dry, the 2nd party likes to re-use the above mentioned electric connection for a borewell (his own) which is situated very near to the existing common well. But the 1st party is not accepting the proposal. 

While approching the TNEB department, they say that nothing can be done from ourside if the primary holder is not in agreement to install a changeover switch so that both parties can use it for their own borewells instead of a common well.

In this situation, can the 2nd party excercise any legal means to get access to the electricity connection?
