Rent lease Agreement made on non judicial stamp papers purchased from any one state, for a property in some other state of India, is it a valid agreement?? Can this agreement be registered in the local courts where the property is situated??

This what you have stated in your question is not valid.
The stamp paper has to be of that state only in which the property is situated,
Always Stamp Paper should be of that in which the property is situated, if not then it can not be considered as valid one.
