Validity of will

who wrote and register the will. Is she/he alive?

My relative wrote the will and is alive

Will can be executed and  get registered at any place irrespective of that property situates at another place.

The above mentioned property (located in Gurgaon) was registered in delhi 3 years back. But recently when one of my friend who also have the property in Gurgaon went for registration of will deed in the sub registrar office in delhi was denied by the registrar to register the will deed, as registrar said that as property is located in Gurgaon so it's will deed can not be registered in Delhi.

So please inform is there any such rule or notification because of which the will deed can only be registered at sub registrar office where the property is located.
