Mr. Prem Krishnan,
VAT returns/payment details are public documents. You can submit an application under Right to Information Act, 2005 to obtain information before the designated Public Information Officer If you are a 3rd party, subject to the provisions contained in Sec.8(1)(j) and Sec.11(1) of the RTI Act, 2005, you can obtain information from the Department.
