Adding surname

my name is anish kumar as written on 10th,12th and in b.tech degree i.e without my family surname "sharma". Now ,I want to change it as anish kumar sharma because it seems incomplete without my family surname. please send me the process and how much time it will take. do i need to change the name in all the educational documents. Please give genuine replies, thanks in advance

You can get declaration of new name,i.e. "anish kumar sharma" published in news paper followied by its publication of official gazzatte of the state. Thereafter, you may use your new name anywhere.

In educational certificates, you may continue with the old name. Whenever, required you can attach copy of publication in official gazzatte.

it means that that i don't have to change my name in all the previous eduational certificates and can use my new name .
Do ,i have to go that court of the state from where i belong or can apply for name change in the state where i am currently residing. And sir how muchtime will it take...???
