It appears that you are not having proper knowledge and facts and merely assuming and have apprehensions.
Not registering a firm is not a crime as registration of the firm is not compulsory as per Partnership Act.
The presumption is that without having any professional qualification the saloon may be doing some business like quacks and there might have been complaints by the public against the beauty salon.
please do not presume things, and do not spread panic, when you really apprehend some harm through police, prepare for facing by contacting a local advocate well in advance and act as per his guidance.

Yes, the facts posted are less than convincing. The cop can arrest a citizen only when a crime is inherent. It could be that the 'beauty saloon' has just been a face for some illegal acitivities.
