Difference between poa for authorise and gpa

POA given by one of director of a pvt. ltd. company to one of its employee to sign some tender related papers and enter into agreement with client is titled as "Power of Attorney for Authorised Signatory". Can this POA be treated as General Power of Attorney. It may also be noted that there were three directors in the company but POA was signed by only one of them. Moreover there is no board resolution which empowered the said director to give POA to any of its employee.

Thanks
