Domocile (residencial certificate) of three states

Hi,

Kindly suggests legally point of view that:

a) A person can be permanent resident (Domociled) of two state and UT at a time?

b) Can he apply for govt jobs or competitive exams on the basis of these document in respective states? if NO, can he be sued for possessing such certificates (for, which is false or fraud)?

Which acts apply in such cases and what legal action and punishment exists there?

Thanks
