Is this diversion forged/illegal ?

Dear Sir,

I wish to take opinion on diversion of a land. It seems that the land under question has been forgedly diverted. For some reasons I can not ask about it, directly to the previous owner of the land.

Here is the registry and diversion paper of the land. The same can be downloaded from

I contacted 4-5 lawyers in my city but could not get the proper answer. Some lawyer said documents are okay while some said there can be flaw and you need to go for DEMARCATION of Land to locate the position of its Khasra.

Some of the points which i noticed are as follows.

(1)There is huge difference in signature of person applying for Diversion in Rigestry Papers and Diversion papers.

(2) The person who has applied for diversion has mentioned two different address in diversion papers

(3) Is layout approval of Town & Country planning essential before diversion, there seems to be no approval of T & C. Althogh the land is of residentail use but  there  is no approval of T & C.

You are repeating the same question in a different form.  An approval by the Town and country planning department is essential, without which at a later stage, the entire layout can be declared illegal and liable for demolition, better not to undertake a risk.
