Property without title deeds

sir, i am intending to sell the property which originally belongs to my father who had expired recently.  The said property is age old of more than 90 years.  Presently, the property taxes, electricity and water etc are all being billed in the name of my deceased father.  He had left behind a registered WILL DEED in my favour with absolute rights and interest over the said property.  The property is without any title deeds and so also apart from my self there are no other legal heirs as such i am the only son to my father.  My mother is ready to provide with her NOC.  Do i need to mutate with my name in the municipal records before selling of the property else can i directly execute a sale deed to the prospective buyers basing on the registered sale deed?  Ty

If the property is within city survey limits create a title by applying to city survey officer,if agricultural land get ROR from revenue authorities.Then you can sale it.
