when the builder registers the Declaration U/s 2 of MAHARASHTRA APARTMENT OWNERSHIP ACT 1970, then is it necessary or binding on him to again register the Association/Society with Co-operative authority?

Has the builder registered "Deed of Decleration" ? If yes he is suppose to register "Deed of Apartment" with individual Owners. and once minimum 5 Deed of Apartments are registered he is to infom the same to the Sub-Registrar of Societies about execution of Deed of Decleration and Deed of Apartment alongwith true copy of the same.
Once the Apartment is fomred by following the due process it is illegal to form the Co-Op Housing Society.
