Regarding land registry in meerut

Hello,

We have our house in meerut. It was built by my grandfather, and he expired in 2002.

He purchased this land from a person who got this land in railways employee allottment scheme.

He paid all of his dues and finally letter of posession is offered to my grandfather, and we have registered power of attorney in the name of my grandfather.

Now nither of those person are alive (grandfather and railways employee)

How will we get that house registry? MDA says bring railways employee, only he can do registry because he was original allottee.

Is there no way to do this? 

PS: My grandmother is well, can we transfer power of attorney to her name and get this process done without original allottee?
