Sale of unregistered property

Dear All,

One of my friends wants to buy a flat in which he is tenant at present. On verification of the documents and records, we got to know that the owner of the said flat is the actual owner of the entire land on which the apartment was constructed. 2 or three flats out of total 14 flats in the said bldg were retained by these owner. They do not have any registered sale deed in their favour for the so retained flats. 

Kindly suggest the further course of action my friend need to follow in order to get the flat registered in his favour.

Your friend can check with the owner of the flat,  the arrangement between him and the builder viz. the joint development agreement, in which owner's entitlement of built up area or no. of flats might have taken place.
