Selling a dda plot

Hi,

My uncle (no blood relation) wants to sell a DDA plot for which possession has not been offered by DDA yet but allotment has been offered. As the transfer is possible only after the 10 years of posession, what is the alternate way selling the plot. What all documents are required for selling the plot (like agreement to sale, GPA etc...)  to get the full ownership to avoid any dispute at the later stage. or DO he has to wait for the posession of the plot.

I dont think that General Power of Attorney is accepted any more sa per Suupreme court order. Pls suggest

1. Sale is not possible generally - it is possible only after DDA gives permission (which it does only under extreme circumstances - after payment of unearned increase). 

2. Agreement to Sell/GPA won't pass a lawful title anymore, without a Sale deed there cannot be transfer of interest in property.

3. Consult with full details.

Is Agreement to Sale is different from Sale Deed?

This is a DDA plot under Rohini scheme 1981 for which result has been declared early this month. My uncle wants to give the plot to me as the only daughter is married and settled outside India and may not come back. Also since he is senior citizen and not in position to construct/hold this property anymore due to old age. I am looking for process to have the plot transfered under my name to avoid any legal dispute in the future. I am not sure if DDA can transfer the pot in my name since possession has not been offered yet.

Please suggest.
