Transfer of share certificate

I have purchased a flat in a redeveloped society in Andheri, Mumbai. There is no existence of proper committee in the society. Society is not been handedover by the builder since last 7 years due to old members and builder issues. Kindly tell me how should i get the name transfered on the old share certificate. Transfer fee is already been paid. There is a welfare committe in existence who collects the maintenance and manages the show. Should i go to the sub-registrar if yes what is the procedure. Does a sub-registrar has the power to endorse name on a share certificate. Please advice.

the society needs to be formed first, then only share certificate can be issued.

The flat purchasers should form an adhoc committee and get the society registered. once the society is registered, then only share certificate can be issued.
