A sole proprietor needs no registration, and he must have a PAN No.  and GST No.   Contact any local Tax practitioner or Commercial Tax office for such license.

Sole proprietorship firm doesn't require registration excepting GST and PAN for the Proprietor. However, if the business of such firm engages a business requiring registration with a local authority or any regulatory authority, registration needs to be done accordingly.
