Yes, but just bexause it relates to the Constitution,  it does not mean that  the Appeal should be before the Governor.. As an illustrations, in service matter, if the Service Rules provides an Appeal before the Governor, the Appeal should be filed before the Governor, so it all depends on the statue that providesa forum for appeal.
