basic difference between Notarisation and franking of Power

Pls let me know the basic difference between Notarisation and franking of Power Of Attorny (POA) in case of opening online share trading account

 Franking means you are paying the stamp duty for the executing the POA to the govt. and notarisation means parties in the POA sign before the notary

what is the procedure for registering the General POA. Whether it is necessary to get it registered or simply
notarisation is sufficient to open a online trading account, executing sale deed, opening bank account, making investment in Mutual Fund etc.

Secondly the money received on account of executing sale deed of any property under POA belongs to whom. Whether it belongs to person who signed the sale deed as POA of the principal who gave POA.
