Fire NOC

Hi

I am interested in buying a flat on the 8th floor (refugee floor ) of a high-rise (18 floors) in Thane.
 

1. I am not able to find a detailed list of rules by the BMC/TMC on fire/refugee flat  specifications.

2. The builder has an NOC from the fire deptt but it is an interesting case. 

i. The builder originally planned to construct 4 1BHK aptt. every floor. From my limited knowledge 1 flat on 8th floor should be kept as a refugee flat which is the case here. 

ii. The buiulder later joined 2 flats each and now has 2*2.5 BHKs on each floor, except that on the floor I am interested in, there is one 2.5 BHK obtained by joining two flats. One 1BHK which he is selling me and 1 refugee flat the size of 1 BHK

iii. Rest all floor contain two * 2 BHKs.

So I am confused, whethere this is allowed under fire deptt. regulations or that "There shall be space allocated upto the size of 1 flat on 8th, 13th ... floor" is the norm.
