Before law who is prime minister? Law doesn't see person's designation. How PM gives assurance to a person who is an associate of a anti national?

Assures..? How could he ? I know people can do so many things behind the screen. But he cannot give assurance publicly. Law is supreme than PM.

 No orders issued to NIA so far to withdraw from the case against Rahul. When PM intervenes who has the temerity to ignore the order?
