Dear sir,


             may be had or having regard to ---has bened explained  in the case of saraswati industrial syndicatr vs union of india 1974 ,2scc 630.says the judges the expression "having regard to" only obliges the govt to condider as relevant data material to which it hasregard.i failed to understand what hon ble judges wanted to spelt out?pls answer the query.yhanks
