Is crpc 127 can be restore?

Order 9 rule 9 is not applicable in criminal cases. It is a provision that can be applied for the civil cases and not for the Cr.P.C case. 

You can file a fresh petition seeking the relief or you can file an appeal against the decision before the appellate court

Actually today I received the summons from court.

the court can restore the application having inherent powers but not under CPC that is like mixing oil and water- not applicable
