whether accused can reply notice after filing of complaint?
what is the time limitation for reply notice.

There is no question of reply or non reply to the notice. If payment is not made within 15 days of receipt of notice, cause of action would arise. If the accused replies to the notice instead of payment, complaint can be filed.
