Private water tank on terrace

Ours is an apartment of 8 flats in PCMC , Pune.

Two of our members have installed private water tanks of 500 lit and 1000 lit on terrace by taking connection from common overhead tank .They have taken connection in such a way that their tank gets filled first and then others get water .They have taken connection to their flats through their private tanks in addition to the direct connection .

We have asked them to remove the tanks but they are not willing to remove them .We are facing water shortage because of this .

Please advice what action we can take .

Approach concerned water supplying authorities if the Managing Committee / RWA (as the case may be) can not resolve it amicably.

or

Issue legal notice / institute a suit for permanent and mandatory injunction against these 2 flar owners.

or

Let other 6 owners of flats unite and forcibly remove the tanks illegally installed.

Other flat owners can collect additional amount from excess users of water.

That's not feasible as we get limited water supply .

In that case they will use major share of the water.
