Registration of agreement

We have entered in to a tri-partite agreement with Railways (on behalf of President of India), Bank and our company for railway freight payment by electronic mode. Agreement was executed on Rs.100 non-judicial stamp paper. However, my reading is that the agreement being 5 years' period should be registered  to bring in legal enforceability.Am I correct? Please guide me as none supports my viewpoints.
