Employees are only transferred from one location to another after completing a period of 3-5 years of service in the current location.

But as far as my knowledge goes I think you can apply for transfer on request, even a marriage based transfer request. Every employee can can get a transfer on the basis of spouse's job location twice in one's career. 

So I would suggest you to take a look at the circular once more this policy is available under transfer policies of Canara Bank. Take a look at that and make a formal request to your HR department.

Bank may be having its own problems and they maintain a priority list and register such transfers chronologically and depending on the actual requirement, they consider first in first served basis and other extraordinary circumstances like Medical grounds, those working at rural branches for decades etc.

Because your wife is in the same District, let her try from her side also or find employment at your place of work, if possible.  The problem is not simple as if she opts for such option of alternate employment or transfer, if you get a transfer then the same issue prevails.

Try to convince your management through union leaders, as they are the ones that object out of turn/ priority in mutual request transfers.

Not a legal problem as the transfer is the discretion of banks depending on their suitability and convenience.
