Vendee/vendor is consumer ?

All of you,

Namaskar,

Sir,

father of my client having some agriculture land in jhajjar(Hr).

Land acquired by public health deptt. Haryana.

Compensation amount released but not received by father of my client.

Patwari made entries of acquirment in Rapat Rojnamcha, but did not entered the 'Notes" in revenue registers.

leaving the revenue register ' Farad Jamabandi" clear title.

after a few years father of my cleints due to old age tranfered his rights of property to his son.

about two lakh of rupees were spent on the registration of gift deed on account of stamp duty and registration charges etc.

but later on the fact about the acquirment of land in dispute came into the knowledge of son.

now the son want to refund the amount of stamps as the land the title of which is transfered had been acquired already and at the time of execution of gift deed , father of my client was not owner of the land in dispute.

due to mistakes of Patwari/s and revenue officers , confusion created resulting execution of illegal gift deed.

My question is : Can my file an application under consumer protection act for refund of stamp duty/registration charges?

do my client came under purview of consumenr protection act as he has paid the Stamp duty in lieu of Registration.

Pls gudie  me some ?
