can I file a writ pettion for CBI enquiry in Mumbai High court at Mumbai for a death case in Goa as i dont want to go to goa for that. it was about my brother found dead in mysterious condition in his room in goa and goa police has not done a proper investigation they want to dismiss the case as drug death whereas the forensic report from CFL Hydrabad is negative for any substance

Madam. you have not mentioned where the death has taken place wether in police custudy or it is natural death, in any case first you should file a complain in the magistrate court at goa, before directly moving to high court.

Firstly obtain certified copies of all the papers relating to the case from the Police. They must have registered the case as ADR- Accidental Death Report. you as a sister are entitled to those papers.
Next, draft a criminal complaint expressing apprehension / allegations against unknown persons for the death of your brother u/s 302 [ who died under mysterious circumstances] and file before Magistrate. Magistrate will Order Police Inquiry and call for report. After submission of report, challenge it as being superficial.
