cmp in consumer forum-notice to respondent

Dear experts
This is abt a case in a consumer forum against a govt office. Case is pending and Govt pleader is appearing for Opposite party and complainant is party in person. recently complainant filed a CMP for amendment in complaint. on the last hearing day, Resp/OP was absent and Forum ordered notice to Resp/OPposite party( thro private service). questions are as below:
1. Can the petitioner/complaint (party in person) directly serve the notice with copy of petition to
COUNSEL ON RECORD APPEARING FOR RESP/OP through Regd Post?
2.If so should the covering letter be addressed to Resp./Opposite party OR THE COUNSEL ON RECORD as per vakkalat?
3.other views pls

better serve wit to OP along with covering letter . court has directed you to serve OP . had lawyer been present of OP you could have handed over amendment application and obtained his acknowledgment

and attach copy of said application with it
and send it to OP as per mode of
service ordered by CF.
