two independent persons of other locality may also be called if persons of same locality are not available.

Police will however have stock meadiators. As a matter of fact mediators report is always prepared in the police station at a later stage. Dont worry the mistakes committed by the police are the passes/gateways for defence advocates.

There is procedural lapse, which can argued effectively during the trial. Presence of witness is a must, but not in all circumstances. It is an issue, which has some weight.

Not only presence, but even the sign of those two witnesses is necessary.
