pay protection while joining from PSU to Indian Railway

Sir,
I worked in a PSU(ONGC) for six years.I qualified in engineering services and subsequently resigned ONGC in march this year and joined indian Railway as class I officer.I applied through proper channel.My last basic salary drawn in ONGC was 35000 pm. my initial basic in indian railway is fixed at TWENTY ONE THOUSANDS including grade pay.I got indian railway throgh all india competetion conducted by UPSC followed by interview and after getting an overall rank in this exam considering our choices of services.
WHAT ARE MY CHANCES OF GETTING PAY PROTECTION? I STILL HAVE MY CPF AND ALL WITH MY PREVIOUS EMPLOYER.
Is it appropriate to apply for it?Or is it just wastage of my time?WHAT IS THE PEOCESS?
what is the precaution taken while applying?

You are duly entitled for the pay protection. You shall have to obtain previous record of your employment and last salary and shall have to make representation in writing at the time of initial interview and as you have already joined Railway so now make representation and pray for your right. After conducting thorough investigation, Indian railway shall definitely provide you this relief.
