13 year delay in repayment of term deposits by bank

A widow got repayment of her 4 term deposit receipts due in 1998 in 2011 after long and tedious administrative and RTI followup from a public sector bank. She has claimed compensation of Rs.15 lakhs [since she lost her husband and daughter due to paucity of funds for medical treatment in 2003/2004 and could not educate her son in good schools]and action against officers who delayed for 13 years. There was fraud in 1996 where in two term deposit receipts were encashed due to negligence of three officers of bank. Bank withheld even other two deposit receipts which were not defrauded for 13 years. Bank repaid all four deposit receipts due to RTI and intervention of directorate of public grievances and RBI.
What is legal remedy available to her for claiming compensation and getting officers punished who illegally and highhandedly delayed repayment[accountability], despite no fault on the part of this lady. She has represented to Chairman, RBI, Finance Ministry etc but to no avail for last 6 months. No one is replying and RTI complaint is pending with CIC.

You can file a consumer complaint and ca =n get the compensation with full interest.
