Dear Sir(s),
X at Agra filed case of 138 NI Act against Y(Notice Issued). Wherein Y who lives in Delhi, just for peshbandi / harassment of X and revengefully lodged a false FIR of 420 etc etc. against X, so that by this mala fide act of Y, X gets afraid & takes back his 138 NI act case, which is filed against Y.
What can X do, so that he may get out of the apprehension of arrest in false case or harassment / peshbandi, which has been initiated by Y.
What else can X do against Y? Any Ruling in support of X?

First of all, he should get stay on arrest from Allahabad HC.
Then try to get the 420 case quashed.

You arre asking "Any Ruling in support of X?" without explaining the case in full.
The facts are not clear.
How 138 case matured at Agra?
How on what ground cheating case is filed at Delhi?
Why one gets afraid while a false case is filed and withdraws a case which he feels genuinely filed?.
Whether any agreement was taken before withdrawal?
It is apparent that half battle is already lost of withdrwal of 138 case if genuinely filed.

Why don't you give the entire details of the false case lodged against X,so that appropriate solution could be worked out.X has done a grave mistake by withdrawing 138 case.What was his lawyer doing?Still he can act as suggested above.
